We fund the years before school because that is where a pound goes furthest and where public funding is thinnest. Most of our early years money goes to organisations already running — we pay for the part of their work nobody else will fund, which is usually staff.
We do not fund pilots we would not renew. A two-year grant that ends when the pilot ends teaches a family to rely on something and then removes it.
